The following has been designed to provide information regarding construction guidelines and building rules and regulations to contractors performing work at the 30 West Monroe Building for Landlord Managed and Tenant Managed Projects. Please note that any contractor working in the Building must recognize that he and his employees will be expected to employ courtesy and respect for tenants and building staff at all times. Manager is obligated to provide its tenants a safe, clean and quiet environment at all times. Any work, which interferes with tenant’s rights, will be halted or delayed at Manager’s discretion. All Contractors and Subcontractors doing work at 30 West Monroe will strictly adhere to the following building rules and regulations.


  1. A copy of these rules must be posted on the job site at all times.
  2. Building permits must be posted on the job site at all times.
  3. All construction workers must be properly, permanently, and visually identified. The identification system must be approved by the Manager prior to the start of the contractor’s work, and may take the form of badges for attachment to clothing. All companies will maintain an updated list of authorized workers with building security and will notify security of each change.
  4. No interviewing of job applicants of sub-contractors will occur on site without prior approval by building management and a prior scheduled appointment.
  5. The Contractor/Subcontractors acknowledges that other construction activities maybe taking place in the building and will cooperate and not interfere with these activities.
  6. All workers shall enter and exit the building through loading dock area only.
  7. All workers, while working in the building, shall act in a professional manner to include but not limited to:
    1. No abusive language
    2. No smoking
    3. No alcohol or illegal substance
    4. No physical violence or fighting
    5. No standing in lobbies
    6. No riding in passenger elevators
    7. No stealing
    8. No article deemed hazardous, such as firearms

    Any worker found to violate these rules will be immediately banned from the site

  8. Contractor employees are not to carry firearms onto the Property.
  9. In the event of emergency at 30 West Monroe please contact the 30 West Monroe Manager at 312-853-1550, and if the 30 West Monroe office is closed contact the security console at 312-853-1554. The Contractor should provide the Manager a list of names and telephone numbers to use in the event of an emergency.
  10. The Contractor will be responsible for supplying a Certificate of Insurance to Manager. See attached list for additional insureds (Coming Soon!).
  11. The Contractor will be responsible for the removal, cleaning and reinstallation of existing mini-blinds. If removed, the blinds must be kept under lock and key.
  12. All work areas should be cleaned daily of trash, debris and non-useful materials. Failure to do so will result in Manager providing this service and back charging the contractor accordingly. Contractor will be required to monitor all traffic and work through the public elevator lobbies and corridors to insure that dust and debris are not tracked into public areas.
  13. The construction area should be kept clean and organized at all times. The Contractor should enforce this standard with each subcontractor and maintain the area to a level satisfactory with the Manager.
  14. The General Contractor is responsible for removal and capping of unused or abandoned conduit, cables, ductwork or other materials.
  15. The Contractor must coordinate the keying of doors through the Manager. Building standard hardware is to be used without exception.
  16. The Manager will provide no materials, supplies, tools, ladders or equipment. Contractors and Subcontractors must provide all such items.
  17. If access to other tenant spaces is required, such access will be coordinated with the Manager at least 48 hours in advance, shall be scheduled outside normal office hours, and may involve hourly charges to contractor for building engineers’ time.
  18. Contractor shall coordinate a pre-construction walk-through with Manager’s designated representative to document all existing damage in the space and at all areas which will be used by contractor, i.e. washrooms, loading docks, service corridors, etc.


  1. Before any demolition and/or construction work may begin, it must be determined whether such work will affect the fire alarm system. If it is determined that such demolition and/or construction work may trigger the fire alarm system, it will be necessary for the Contractor to notify the Manager so that a building engineer can remove the system from service and restore it to service upon completion of the activity. Service must be restored daily.
  2. Under no circumstances will the building allow the fire alarm system to be shut down overnight, on weekends or on holidays. Forty-eight (48) hours written notice to the building is required before any work affecting the fire alarm system is undertaken. The notification form is available from the Manager.
  3. Should there be any damage to fireproofing on columns or beams, the Contractor will be responsible for reinstallation of the fireproofing as approved by Manager.
  4. The Contractor is responsible for notifying the Manager forty-eight (48) hours prior to any sprinkler system tie in. The notification form is available from the Manager.
  5. Isolation, draining and refilling is by engineering department.
  6. Forty-eight (48) hours notification to the Manager is required before testing any fire alarm systems. The notification form is available from the Manager.
      • The Contractor will notify the Manager two (2) weeks before any electrical shutdowns which might affect existing tenants. The notification form is available from the Manager.
  7. The Contractor will provide an adequate number of fire extinguishers in the work area throughout the construction period.
  8. Details and specifications of any roof penetrations or equipment mounting on the roof must be submitted in writing to the Manager for approval by the Manager. Roof penetrations and mounts will be performed only by a roofing contractor approved by Manager. All costs relating to this work will be billed to the Contractor
  9. Electrical subcontractors are responsible for labeling all electrical panel directories.


  1. All delivery of materials to the site shall be delivered to the loading dock. No materials may be delivered through the main entrance doors or through the building lobby. The Contractor or Subcontractor must have its own supervisor on-site at any time material is delivered or moved. The Manager will not coordinate any deliveries or be responsible for signing or accepting any materials.
  2. Contractor or Subcontractors may not park in the alley or dock area.
  3. All delivery of materials to the site shall be to the loading dock. No materials may be delivered through the main entrance doors or at the employee entrance. Major deliveries and movement of materials into and through the building must be done before or after normal business hours, i.e. between 5:30pm and 7:30am, Monday through Friday. The Manager must approve exceptions to this rule. Major deliveries include metal studs, drywall, conduit, piping, HVAC, equipment, ceiling tile, wall covering, paint and carpet. Minor deliveries allowed under special circumstances, but must be scheduled and approved in advance.
  4. Demolition and removal of trash must be done after normal building hours, i.e. between 5:30pm and 7:30am, Monday through Friday. Exceptions to this rule must be approved by the Manager.
      • Dock is available for after-hours use. Contractor must schedule freight elevator in advance. All demolition work, and removal of materials and refuse, is to be done in the evenings or on weekends. Bring in open yard containers during those hours and have them off the dock by 6:30 AM the next morning.
      • Any large dumpsters for the removal of construction debris are the responsibility of the Contractor and must be scheduled with the Manager and placed at the loading dock, or areas designated by the Manager.
  5. The Contractor and all Subcontractors will use rubber wheeled carts when moving material through the building or removing trash from the building. If metal wheeled moving devices are used, floors must be protected. Tile, carpet or wall damage will be the subcontractor’s responsibility. All trash and debris must be covered, to limit airborne dust, before entering freight elevators.
  6. Protection of all public corridor surfaces is the responsibility of the Contractor. Masonite floor protection and cardboard protection will be required throughout the job. Protection devices must be removed daily to facilitate cleaning.
  7. The Contractor is responsible for having “walk-off” mats at the exit(s) from the tenant protection area. If necessary, mats are to be wetted to reduce the tracking of dust and debris outside the construction area.
  8. The Contractor is responsible for vacuuming public corridors as necessary (at least daily). Under no circumstances will construction debris be allowed to remain in the Building longer than twenty-four (24) hours. The site area should be kept clean and organized at all times. The Manager must approve exceptions to this rule.
  9. While on site, Contractor and Subcontractors will be limited to construction areas only. The security guards will periodically inspect all areas of the Building. Any Contractor or Subcontractor found in an unauthorized place may be subject to dismissal from the job site. Contractor and Subcontractors are prohibited from loitering in or around the Building.
  10. The Contractor and Subcontractor must supervise consumption of food and beverages on the job site.
  11. No cooking of any kind will be allowed on the site.
  12. Radios and other noise will be kept to a reasonable level as not to disturb the tenants and their guests.
  13. Core boring of all floors and setting of anchors will be done between 5:30 pm and 7:30 am, Monday through Saturday and should be scheduled with the Manager. The Manager must approve exceptions. The Contractor is responsible for all cleaning associated with this work.
  14. No coring is permitted without prior approval from Manager. All cores will require the approval of a structural engineer, designated by Manager, at Contractor’s expense unless otherwise noted.
  15. All deep trenching of floors must be done before or after normal business hours. It is the Contractor’s responsibility to remove or reroute existing electrical conduits and pipe
  16. The Contractor must shut off all lights in the construction area upon completion of the day’s activities.
  17. During normal business hours, contractors may only use the freight elevators and must all time for normal day-to-day business to continue without any disruption.
  18. One freight elevator can be reserved for contractors only after normal business hours. The Manager will provide an elevator operator and costs associated with the use of the freight elevator shall be the Contractor’s responsibility unless otherwise noted. Any movement of material that needs to be put on top of the freight elevator must be scheduled in advance and a building elevator mechanic must be brought in to operate the elevator. Any costs associated with the use of the freight elevator shall be Contractor’s responsibility.

    Normal operating hours are 7:30AM – 5PM and the freight elevator must be scheduled through the Building Manager’s office at 312-853-1550. During the week, if a contractor/subcontractor needs to use the freight elevator earlier or later than those times, then the contractor/subcontractor would need to schedule the times and be charged for actual usage time and costs incurred by the Building to operate the freight elevator. Furthermore, if during regular freight elevator hours the contractor/subcontractor usage of the freight elevators requires the Building to pay for an extra elevator operator, then those additional costs will be passed on to the contractor/subcontractor. During the weekends, there would be a minimum four hour charge per freight operator to utilize the freight elevator. In short, the contractor/subcontractor would be charged any costs above and beyond the normal operational costs that the Building would incur to operate the freight elevator. During normal business hours, the maximum time limit per use is thirty (30) minutes.

  19. There is no available storage space on the site. Contractor and Subcontractors must store all materials within the construction area or at a mutually agreed staging area. The Contractor and Subcontractors are responsible for keeping the loading dock clear of material.
  20. No storage supplies or trash will be allowed in the area at any time.
  21. No storage of flammable substances will be allowed in the Building unless approved in writing by the Manager.
  22. In case of an accident, reports must be made out by your company and copies must be sent to the Manager.
  23. No vendor or outside contractor is permitted to perform Building work inside any Building equipment or mechanical room including, but not limited to, electrical closets and telephone rooms.
  24. No vendor or outside contractor is permitted to perform work in or on ceilings of any Building public areas without prior approval from Manager.
  25. Under no circumstances shall the contractor drill, burn, or fasten anything to any structural system without prior written consent of Manager.
  26. All penetrations through the Building’s walls, floors, and ceiling must be sealed with a City of Chicago approved fire-rated material(s).
  27. All unused or abandoned conduits (excluding home runs), cables and ductwork shall be removed and capped.
  28. Accident Report: In case of any accident, reports must be made out by your company and copies must be sent to both to the Manager and building security.
  29. No vendor or outside contractor is permitted to perform building work inside any building equipment or mechanical room including, but not limited to, electrical COC's and telephone rooms.
  30. Any procedure that emits noxious fumes (i.e., carpet laying, use of oil based paint, etc.) Must be performed after normal business hours.
  31. The Contractor is responsible prior to commencement of work for submitting (1) a detailed work schedule showing all critical dates and (2) a listing of after hour emergency phone numbers.
  32. All building permits necessary for the completion of the work shall be secured and paid for by the Contractor. Copies will be provided to the Manager.
  33. Under no circumstances shall the contractor drill, bum, or fasten anything to any structural steel members without written consent of Manager.
  34. All penetrations through the building walls, floors and ceiling must be sealed with a City of Chicago approved fire-rated materials.
  35. Any work which requires access to another tenant’s space, (i.e. floor coring, plumbing, electrical, etc.) must be scheduled with the Manager. The work will be done during non-business hours.
  36. The cost of security required in other tenant’s spaces will be borne by the Contractor.
  37. All exposed steel must be fire proof.
  38. Building public areas including floor, ceiling, wall, or mechanical chases made not be used as a tenant raceway system. If a corridor crossing is required, landlord approval is required.
  39. Acceptable construction barricades and or lockable doors must be maintained and used to control noise and dust pollution to a minimum level. All common areas must be kept clean and maintained at levels of acceptance to the Manager. Use of dust mats at all exits is required.
  40. There will be no signage posted on perimeter of barricades without written consent from Manager.
  41. The following procedures shall be strictly adhered to when employing any method of welding, gas or electric, flame cutting or performing open flame soldering. Contractor must contact the building engineers at least 48 hours in advance of any open flame work performed on the premises. Before any cutting, soldering or welding can take place, the work must be inspected by a Building Engineer with Contractors Project Superintendent, and a representative of the Subcontractor performing the work. Burn permit must be completed and retuned to engineering. After the inspection and if all concerns have been addressed, the Manager will allow work to proceed. Manager will make periodic checks of all construction areas when work is being performed. If they observe open flame practices different from those outlined herein, they may at their discretion suspend all open flame work for the remainder of the shift. Cutting, soldering or welding is prohibited under the following circumstances:
    • In areas not authorized by Manager.
    • In the presence of explosive or flammable atmosphere, or explosive or flammable atmosphere that may develop inside uncleaned or improper prepared tanks or equipment which have previously contained such materials, or in areas with an accumulation of combustible dusts.
    • In areas near the storage of quantities of exposed, readily ignitable materials.
    • In areas where employees or workers are present, unless proper shields or guards and appropriate exhaust provisions are used.
  42. Additional fire prevention precautions and suppression capability must be engaged whenever performing such work under any of the following conditions:
    • Appreciable combustible material in building construction or contents is closer than 35 feet from the point of operation.
    • Appreciable combustibles are more than 35 feet away but are easily ignited by sparks.
    • Wall or floor openings occur with a 35 foot radius of the point of operation where the potential exists of ignited exposed combustible material. This includes adjacent areas and concealed spaces in walls, floors and ceiling
    • Combustibles could be ignited by conduction or radiation through metal partitions, wall, ceilings or roofs.
  43. Suitable fire extinguishing equipment will always be maintained in a state of readiness for immediate use.
  44. One half hour after burning/welding is completed, a fire watch will be done by the Contractor. The Contractor shall protect smoke detection devices in the areas where production of dust will occur. Notify the Manager when protection is in place so they may be checked.
    The Contractor will contact the Manager for refilling the sprinkler system at the end of each day. After refilling the system the Contractor will remain on-site to verify that no leaks occur after the pressure is back to normal.
  45. All work will comply with the Building Codes of the City of Chicago and other county, state, and federal requirements and guidelines as applicable. Work will meet generally accepted industrial standards, including but not limited to:
    • Air Conditioning and Refrigeration Institute (ACRI) Air Diffusion Council (ADC)
    • American Society of Heating, Refrigeration and Air Conditioning Equipment Engineers (ASHRAE)
    • American Society of Mechanical Engineers (ASTM) American Society for Testing Materials (ASTM) Asbestos Construction Standard (ACS) Factory Material (FM)
    • Hazardous Communication Act (HAZ COM)
    • Institute of Boiler and Radiator Manufacturers (IBRM) Institute of Electrical and Electronic Engineers (IEEE) National Electrical Code (NEC)
    • National Electrical Manufacturers Association (NEMA)
    • National Emission Standard for Hazardous Air Pollutants (NESHAP)
    • William-Steiger Occupational Safety and Health Act (OSHA)
      • OSHA Standards (29CFRI910)
      • General Construction Standards (29CFRI926)
        • Sheet Metal and Air Conditioning Contractors National Association (SMACCNA)

The Manager reserves of right to revise and supplement the foregoing rules and regulations from time to time as it may deem necessary.


A list has been developed for all hazardous materials in use at this facility. Copies of this list and the Material Safety Data Sheets (MSDSs) for these hazardous materials are available to Contractor and Subcontractors upon written request. This information is made available to Contractor and Subcontractors in compliance with the OSHA Federal Hazard Communication Standard.

Please be advised that Contractor and Subcontractor are required to submit to the Manager an MSDS for any hazardous product that they plan to bring into the Building or already have on site. These MSDSs must be submitted before the material is brought into the Building.


All Landlord and Tenant Managed Contractors shall provide the following close-out documents to the Landlord upon completion of the project:

  • Copy of Building Permit
  • Final Inspection Approval (from the authority having jurisdiction and if applicable).
  • Final job cost summary (on Contractor’s letterhead, broken down by subcontractor and supplier, and totaling the final Contract amount).
  • Unconditional final mechanic’s lien waivers from Contractor and all subcontractors (of every tier) and suppliers.
  • One complete set of As-Built drawings showing material types, location and elevation of all of the work performed under this Contract.
  • CAD disc.
  • HVAC test and balance reports. Contractor is financially responsible for balancing the HVAC systems to the satisfaction of the Agent and must provide a written report of the balance test results. Any additional work done by the Manager will be charged back to the Contractor. The Contractor must have an independent firm test and balance the space at Contractor’s expense.
  • The Contractor is responsible for delivering the site at completion in a “broom-clean” condition.
  • Upon completion of any particular construction project, stairwells must be repaired or touched up as necessary. There will be an additional charge if Manager’s building engineer (s) are utilized on the job site beyond their normal working hours or for unusually long periods of time which disrupt their normal work responsibilities.
  • Full set of Operating and Maintenance manuals.
  • Punch list, in a format suitable to Client, signed off by a designated representative.
  • Copy of updated electrical panel schedules.
  • Warranties (at least, one year) for all labor, material, and equipment in a format suitable to Client.
